The Vapramäe-Vellavere-Vitipalu Foundation is a non-profit association formed on 8 January 1999. The founding members are the parishes of Nõo, Konguta and Palupera, the city of Elva, the Tartu County Sports Association, and three private persons.

A network of hiking trails was established in the region and the Elva River waterway was developed on the foundation’s initiative. An observation tower and a witch’s house were built in Vitipalu and a nature house was founded in Vellavere. The activities of the foundation have been more and more focused on learning amidst nature and the foundation has developed several environmental education programmes for the purpose.

The Vellavere Nature House is situated in Vellavere Village, Konguta Parish. The visitors of the nature house can, among other things, play nature games, read books about nature, study aquatic life with a microscope, listen to the sounds of nature, study the collection of mosses and lichens, hike and have a picnic.
